IBC RESPONDS TO THE EMERGENCY and  CONSTRUCTION NEEDS of BAM/IRAN EARTHQUAKE VICTIMS

Devastating earthquake hit Bam city of Iran has destroyed nearly the 90% of the city.According to official figures the death toll is over 40000 and more than 15000 people injured and moved to hospitals across the country.
From the remaining 40000(appr) people nearly 20000 left the city and moved to the
neihbouring settlements.The rest of 20000(appr)are living in
Tents around their properties and some 4000 have been settled in three camps.Iranian authorities and different NGO s are constructing more tent camps.
The main purpose is to move people staying in tents round their properties
To these camps and then clean up the debris of the collapsed building and start a reconstruction campaign.
Iranian Red Crescent will manage the camps and organize the activities of national and foreign NGO s.
Because the hot in the day and very cold in the night weather there is high risk of diseases and need for sanitasion is high.
Water,food packages and hygienic kits are distributed to the camps and tents around the city.

Iranian Red Crescent has distributed special ID cards to the earthquake victims and provides monthly food and hygienic packages delivered by national and international NGO s.
Iranian officials in Bam Crisis Center are targeting the cleanup of the city as a priority by moving all people too the camps and then launch a reconstruction campaign.

Most of the schools destroyed too.6000 primary and secondary school students,100 university students and 2000 teachers died at the earthquake.
Because Bam was one of the main date and orange production area of Iran
The prices went so high..Production of these fruits affected heavily because
Of the human loss too.
Supply of water to the city is implemented through water tank trucks and
Repairment of water lines is undergoing. Water wells haven't got very serious damages.

The basic needs are as following:

EMERGENCY NEEDS

a.Food packages on weekly or monthly basis.Iranian Red Crescent provided ID cards to beneficiaries and coordinating the NGO s during distribution.
b.Hygienic packages
c.Vaccination against diseases
d.Proper tents
e.Establishment of camps
f.Rehabilitation of water and electricity lines
g.Physocological treatment of the victims


MEDIUM TERM NEEDS

a.Reconstruction of 23 school buildings
b.Provision of school materials
c.Establishment of temporary schools around the camps
d.Reconstruction of 95 health houses,23 health centers and two hospitals
e.Equipping the health facilities
f.Assistance by providing health staff
g.Hygienic improvement of sanitary and water quality.

IBC Emergency Team in Bam is cooperating with Turkish Disaster Center
for establishing and managing four container camps in Bam.

LONG TERM NEEDS

a.Reconstruction of permanent houses to approximately 5500 families nd provision of contruction materials to 6000 families.

IBC INTERNATIONAL BLUE CRESCENT ACTIVITIES

IBC has responded rapidly to the earthquake by sending 4000 food packages
And 1000 blankets from Turkey.
After a campaign has been launched to provide hot meal and more food packages to Bam victims.In addition a cooperation with the semigovermental Turkish Crisis Directorate started.The campaign aiming
The delivery of 800 containers from different cities of Turkey to Bam and establishing of for container camps in the city.First group of 83 containers
Have arrived already.The rest of the containers will arrive before the 20 January and settlement of container camps will be completed before the end of Junary 2004.
The camp sites have been allocated by the Iranian authorities and infrastructure as sewage,water and electricty will be provided by Iranian authorities.
IBC is working to establish feeding centers in each camp in one container an provide hot meal or food packages to the camp inhabitants.
Permanent Office of IBC is under establishment in the first camp in a container and will have all facilities for communication and accomodation.1600 moonthly food packages wiill be delivered to the camps before the Moslem Eid in the first week of February.In addition new cloths and shoes for 1000 chiildren will be provided before the Eid.
IBC permanent staff (two persons) from the headquarters and local volunteers and staff will run the projects in Bam
IBC will recontruct two health centers and a lysee in Bam.Architectual projects have been prepared and submitted to the Iranian authorities already.
IBC future operatons will be as following:

a.Delivery and distribution of food packages(monthly) too 1600 families before the Moslem Eid.
b.Delivery and distribution of 1000 cloths shoes o the children before Eid.
c.Establishment and running of 4 kitchens or food warehouses in container
camps with a capacity of 1500 people each.
d.Contruction of two health centers
e.Contruction of a school
f.Delivery of Health Equipment to the Health Centers
g.Delivery of school materials to schools
h.Launching a Self Help Housing Project in Bam

MEETINGS WITH IRANIAN INSTITUTIONS AND RESULTS

Members of Ex-COM of IBC,President Recep Uker,Vice President Muzaffer Baca and Fatih Evren have paid a visit o Teheran and Bam between 04-07 January 2003.The results oof the meetings they held with Iranian NGO s and authorities are as following:

a)Green Front of Iran….Mr Syamak Moattari-Chief Ex.Officer
The NGO is operating in entire Iran oon environmental and development projects.They are providing volunteers to IBC operations in Iran.They will continue to provide more volunteers in Bam.They sign an MOU wiith IBC on cooperation on emergency relief operation and development projects iin Bam.As first step Greenfront mediated to the Archiects Union of Iran and the Union accepted to provide voluntarily the architectural projects of health
Centers,school and Self Help Housing Project in Bam
b)Family Planning Association of Iran-Mr Peran Moossavii-President
The NGO provides logistic assistance to IBC in Teheran and Bam.We agreed to sign an MOU and local partners agreement on health issues.
They will cooperate on the recontruction and equipping of the health centers.
c)Mr Ali Reza Tajlili…Hamaran NGO Network.Program Officer
A meeting of 32 Iranian NGO s operating in earthquake area with IBC arranged and ways of cooperation on emergency and reconstruction hve been diiscussed.Their main request was the organization of training programs on Emergency Response,Networking and Cooperation between NGO s nationwide and on the field and capacity building issues.FPA and Green Front have similar requests too.We agreed to held a training program in İstanbul..IBC will look for funders foor such a program.

We agreed to establish the kitchens or feeding centers in the container camps which we setle with the Turkish Disaster Response Center iin Bam.
They will provide us the lists and assist to settling the earthquake victims.They will provide us the list of the most vulnerable people aand help
On our own assesment in the city.
IBC will be iin cooperation with Iranian Red Crescent during the distribution of food packages and cloths in order to avoid
Duplication.
All new figures and information about new needs will be transferred to IBC by he Iranian Red Crescent.

We have discussed the Self Help Housing Project in details.Iranian authorities allocated aa land for ccontruction of 800 houses at least just at theEntrance of the city.They will provide the infrastructure.We have discussed the self contribution of the beneficiaries and agreed on basic conditions..

Injured in the earthquake. Mr. Pirzadeh, only hope to get shelter. But when?

They will assist us foor the self contribution organization.
They Will provide us the lists of 3000 most vulnerable and we'll do our own assesment and select the beneficiaries according to rules and regulations we settle They advice to construct houses of 80 square meters because of the size of the families aand the architecture must be according to the local living habits.They endorsed our cooperation with Iranian Architects Union
