HUMANITARIAN RESPONSE IS DISCUSSED IN BERLIN
 

Problem of humanitarian response have been discussed at 7th Humanitarian Congress on Theory and Practice of Humanitarian Action is organised in Berlin by Medecins du Monde.

Topics discussed in the frame of conference organised in Kaiserin Friedrich House were the following:

a)The Goals:Are goals of humanitarian Action universally shared?
b)The Principles:Do we need Humanitarian principles to save lives?
c)The perception:Perception and Self perception of humanitarians
d)The Organizations:Who are the humanitarian organizations?What are the differences?
e)The Principle of Impartiality:How to Achieve Impartiality?What threatens it?

The Conference provided the opportunity for further cooperation between international NGO's

IBC Vice President Baca called for cooperation between all international NGO's for reducing the conflicts between civilizations

The case studies of the conference were the situation in Iraq,North Korea and Rwanda. Speakers of all debates focused on the standards and ethics of the humanitarian action.

Impartialty was one of the main topics and it was generally agreed that most of the NGOs.

Another debate was about the acceptance of NGOs by the populations,groups and communities within which they intervene and why they are perceived sometimes as threats.

IBC Vice President Muzaffer Baca was among the speakers of the panel about the Differences between Humanitarian Organizations .Denniz Dijkzuel ,professor in the Management of Humanitarian Crises at Ruhr University Bochum,Ed Schenkenmerg van Mierop,Coordinator of International Council of Volunteer Agencies-ICVA and Abdel Rahman Ghandour Special Representative of Un General Secretary were the other speakers of the debate managed by Antonio Donini,Senior Researcher at Tufts University Boston.

Muzaffer Baca stressed the problems that Moslem NGO's are facing after 11 September attacks and urged all humanitarian organizations to intensify their activities for dialogue between all civilizations in the World.Baca called for coordination groups between NGO's of all faiths and countries in order to restore the confidence between West and East countries.

Pointing out the dilemma the Moslem World is facing because of the recent developments in Iraq and other conflict areas Muzaffer Baca asked for more support of local and national NGO's for the implementation of humanitarian projects in their regions and requested assistance for capacity building and respect to the local ethical and cultural behaviour.

More than 200 participants from international NGO's,universities and all other related circles worldwide have attended the conference.
