IBC PROVIDED A DISASTER RISK MANAGEMENT COURSE FOR 26 OFFICIALS FROM KERMAN PROVINCE / IRAN
 

After the tragic disaster caused by the earthquake of December 2003, in Bam , Iran , IBC – International Blue Crescent Relief and Development Foundation has been involved in all the stages of the post-disaster support and rehabilitation of the people in the region. After more than one year and a half, IBC is continuing to support the efforts of the people and the authorities to get better prepared and be able to respond properly to disasters.

Between the 13 th and the 18 th of September 2005, IBC provided a Disaster Risk Management Course for 26 officials coming from Kerman province in Iran, who faced the reality of two major earthquakes (Bam and Zarand) in the past one year and a half.

The participants at this course held in Istanbul, were the Manager of Risk Management Center in Kerman, the Governor of Ravar, the Mayor of Kahnouj, the Mayor of Bardsir, the deputy of Kerman Governorship office, the Mayor of Zone 2 in Kerman, the Mayor of Baft, 2 Consultants of Disaster Office of Kerman Governorship, the Mayor of Rafsanjan, the Mayor of Anbar Abad, the Mayor of Shahrbabak, the Mayor of Jiroft, the Mayor of Zone 4 in Kerman, the Manager of Rural and City Council, the Mayor of Roudbar, the Technical Consultant in Construction of the Kerman Governorship, the Consultant in City cases of the Kerman Governorship, the Mayor of Zone 3 in Kerman, the Manager of Firefighters Station in Kerman, the Mayor of Ghaleganj, the Mayor of Manoujan, the Mayor of Zone 1 Kerman, the Kerman Governor's Counselor, the manager of the Technical Office of the Kerman Governorship, a Kerman Governor's Consultant.

The Training Programme enabled the Iranian Officers to share knowledge and experience


The training Programme aimed to provide the basic skills for the participants for the purpose of producing quick, rational and effective solutions for any kind of problems and necessities that can arise in the first 72 hours after the disaster. The training also contained detailed information about civil defence equipment, organization, building knowledge and triage, field securing, coding buildings and injured ( to ease the job of the professionals when they arrive ), basic life support to the injured, methods of injured transporting, detection and search, light rescue, fire fighting and stress management after the trauma.

  • Injured Carrying and Transporting Techniques
  • Rope Techniques
  • Search and Rescue Coding Techniques
  • Field Exercises and Evaluation

In addition to the training held in Istanbul, in the conference hall of the Gaziosmanpaşa Municipality, the programme included field visits and meetings with the Vice Governor of Izmit, the Governor of Düzce, the IBC Mentally Challenged Training and Rehabilitation Center in Izmit, IBC Beyciler Houses in Düzce, visit and presentations held at AKOM – Disaster Coordination Center of the Istanbul Metropolitan Municipality and a demonstration of the Civil Defance, Search and Rescue Union (Sivil Savunma Arama Kurtarma Birliği – Search and Rescue) of the Istanbul Governorship.

We have to mention that IBC has organized similar trainings in the near past, like the training for disaster preparedness for the Iranian NGO representatives (Marmaris / Turkey, 2004), the Disaster Risk Management Course for Iran local authorities (organized by IBC in partnership with the Asian Disaster Preparedness Center, Istanbul / Turkey, 2004) and the follow-up in Bam (Arg-e-Jadid) / Iran, for almost 200 local administration representatives in Bam and the additional villages.
