BUILDING TECHNOLOGY INTRODUCED BY IBC IN BAM OFFICIALLY APPROVED BY THE IRANIAN AUTHORITIES
 

In its efforts of reducing the effects of the disaster caused by the earthquake in Bam / the Islamic Republic of Iran, IBC – International Blue Crescent Relief and Development Foundation, has introduced a safe building technology, as an alternative option in the reconstruction of the city. During the project, 2 Indian specialists in earthen technologies and locks machines were broth from India , for the training of masons, blocks production and the construction of 2 demo houses, one at the Exhibition Site of the Housing Foundation in Bam and one in a neighborhood in the city of Bam . In the implementation of this project, IBC was supported by CRS – Catholic Relief Services, who built 2700 houses with the same technology, during a project implemented in earthquake affected area of Gujarat / India .

The technology of Hallow Interlocking Compressed Stabilized Earthen Blocks (HI CSEB) for earth resistance has been developed worldwide since a few decades. It was started in Thailand , but the most numerous examples have been built in India . The technology HI CSEB, developed by Auroville Earth Institute, got the approval from Prof. A.S. Arya, International Seismic Advisor. The CSEB technology has been also demonstrated as an option for Disaster resistant housing in UN-Habitat (Istanbul-Turkey), which was constructed by Auroville Earth unit.

During the project in Bam, IBC has worked in close cooperation with the Iranian authorities in reconstruction and has mitigated for the approval of the technology, as a safe model for the earthquake resistance. IBC staff has participated in workshops (as the ones organized by UNDP and BHRC Iran), forward to give the necessary information about the technology newly introduced in Iran . The IBC production site and especially the construction at the Housing Foundation's Exhibition Site in Bam have been visited by different authorities, as the Ministry of Housing, the head of the Islamic Housing Foundation, Task Force, different international specialists, NGOs and interested potential beneficiaries as well.

IBC sent sample blocks for specific tests to the BHRC - Building and Housing Research Center in Teheran, aiming at obtaining the official approval of the technology in Iran . IBC has also published a Users' Manual on the technology, co-signed by IBC staff Ar.Mehul Savla and Ar.Satprem Maini – Director of Auroville Earth Institute / India – UNESCO Chair for Earthen Architecture.

On the 7 th of December 2004 , after a lecture of IBC staff at BHRC and the presentation of the results of the tests by BHRC's specialists, IBC received the official certificate on the approval of the interlocking compressed earthen blocks, according to the Iranian standards.

According to the application of Bam Reconstruction Center and International Blue Crescent Relief and Development Foundation (IBC Turkey), regarding the testing of the compressed stabilized earthen blocks and structural behaviors in earthquake, the results are as following:

This system is the same as masonry structures of Iranian earthquake standard (2800) with reinforcements. In this case it is possible to construct the 2 stairs buildings with the height of maximum 8 meters from the ground level. The sample house which was built in the Exhibition site in Bam is just one stair building and for reconstruction projects in Bam this system with one stair building is recommended.
