IBC'S SAFE BUILDING TECHNOLOGY PRESENTED IN THE UNDP WORKSHOP IN BAM
 

International experience has shown that a wide variety of building construction technologies is often introduced into post-disaster reconstruction activities. While some of these technologies may meet the requirement of rapid delivery and high earthquake resistance, many will not lend themselves to easy replication and integration into the local construction industry because they do not correspond to the needs and lifestyles of the affected people.

Therefore, between the 27 th and the 29 th of July 2004, UNDP held the Technical Workshop in the Series of Technical Consultations on “The Bam That We All Want”. The workshop consisted in Training of Building Workers and Trainers, Construction and Shelter and Public Lifeline Infrastructure Delivery Mechanisms.

The workshop started from the premises that the reconstruction and rehabilitation of Bam will require significant financial resources, skilled human resources and innovative institutional arrangements to accomplish rapid and sustainable recovery.

The training was conducted by local technical institutions in collaboration with national and international expert especially technical support from UNDP Bureau of Crisis Prevention and Recovery, and Swiss Agency for Development Co-operation (SDC) and focused on capacity development for use of indigenous design and construction techniques.

From the participants to this workshop we can name Mr.Bagherizadeh – the Mayor of Bam, Dr.Badiee – the President of Kerman Association of Engineers, Mr.Karimi – General Governor of Bam, Mr.Havaiee – the Deputy of the Islamic Revolution Housing Foundation, Dr.S.M.Fatemi – Head of NDRII, Dr.M.Hossaini – UNDP Project Manager and of the International Institute of Earthquake and Seismology (IIEES), Eng.Reza Sadeghi – UNDP shelter consultant, Eng.Joudi – the Assistant Deputy of the Housing Foundation Bam (Manager of the Reconstruction Programme in Bam), Dr.A.Beitollahi – Building and Housing Research Center (BHRC) etc.

Through the themes discussed there can be remained the following: Understanding of earthquake movements; Dynamic behavior of different structures; Soil mechanics and foundation; Hollow Interlocking Compresses Earth Blocks; Earthquake resistant design and construction; Design and construction using masonry material; Reinforced concrete; Steel frame structure; Architecture, piping and sanitary works - social aspects of reconstruction etc.

Other activities of UNDP to provide technical support to the start-up phase of the government's shelter reconstruction programme include Study tour of post-earthquake rehabilitation and reconstruction programmes in Gujarat State, India (late July) – The objective of the study tour will be to provide key figures in the Bam reconstruction programme with the opportunity to observe and learn from the ongoing post-earthquake reconstruction and rehabilitation processes in Gujarat. Participants in the study tour will include senior officials from the Islamic Housing foundation, National Disaster Taskforce, Ministry of Housing and Urban Development, the Natural Disaster Research Institute of Iran and the Mayor of Bam.

On the 27 th of July, IBC team had a presentation on “ Hollow Interlocking Compresses Earth Blocks” (for seeing the Power Point presentation, click on the link) , technology successfully used in Gujarat / India and proposed now by IBC in the reconstruction preparedness process in Bam / Iran . Presently, IBC is implementing in Bam a Safe Building Project, forward to introduce the compressed blocks technology and to train masons to work with the block making machines. For this project, IBC has already started the work in a production site in Baravat (zone 13 of the city). On the 28 th of July, the first field visit of the participants in the UNDP's workshop took place in IBC's production. IBC specialist team and the trained masons have had a demonstration (making blocks with the Aureka machines and a demonstration interlocking wall) and technical issues have been explained for the guests.
